Located in the middle of the Oklahoma panhandle, this 4,333 acre refuge with a variety of habitat types, ranging from uplands dominated by sage to creek bottoms in cottonwood trees can be found here. It is a wintering home for migrating waterfowl, primarily Canada geese and mallards, as well as a prime habitat for resident species such as white-tailed deer, coyotes, Rio Grande turkeys, quail and many others. Optima is also a migratory stopover and summer home to many species of songbirds and raptors (hawks and owls). There is no driving access into the area. Recreational activities allowed include wildlife observation and archery deer, turkey, dove and upland game hunting. Fishing is not permitted on the refuge. The Corps of Engineers manages public use facilities for camping with water and electric hookups at several sites around the reservoir.
