Hugo, also known as Circus City, gained its secondary name in 1937 when local Hugo businessman and circus fan Vernon Pratt went to Mena, Arkansas to talk to the owner of the Al G. Kelly Miller Bros. Circus. Pratt offered to house the circus in Hugo during winter, and Circus City, USA was born. Today, three circuses that call Hugo home: Carson & Barnes, Kelly Miller and Culpepper & Merriweather.
